click on wampserver icon at the bottom right. (make sure its white)
if its not white, exit msn and/or skype or anyother programs that maybe interfere and restart wampserver.
go to apache>httpd.conf
make a backup incase you really fuck up
find "Listen 80"
change it to "Listen 8080"

sorry for being so vague. I set a dynamic IP host, so it shouldn't have the old problem.
If it is down and other people have it working, just PM me.
